Community engagement at an early stage of a proposed development is a key requirement within UK planning laws, particularly for major developments.
In Wales, Pre-Application Consultation (PAC) is statutory for projects classified as major development and is required before any formal submission of a planning application.
This process ensures from the outset that local communities and key stakeholders are involved in shaping the design of a proposal.
This process plays an important role in:
• Identifying potential development concerns prior to the submission of a formal planning application;
• Providing the opportunity for design amendments where feasible to address any community concerns; and
• Improving the likelihood of planning approval.
Engaging with local communities within the early phases of development, services a beneficial purpose for the overall planning submission.
As part of the Pre-Application Consultation (PAC) process, a number of consultation activities need to be undertaken, including ensuring draft planning documentation is available to view, the notification of relevant stakeholders, providing a 28-day consultation period and the compiling of all correspondence received and details relating to how views were considered in a Pre-Application Consultation Report as part of the proposed development.
