Project Summary

A specialist waste contractor appointed Technia Environment and Planning Limited to support the development of a new Asbestos Waste Transfer Station at their existing operational site. The new facility allows for the safe and compliant storage and bulking of small quantities of asbestos waste before final disposal at licensed facilities.

Due to the nature of the project, we provided a fully integrated approach to secure both planning permission and an environmental permit. The project required a thorough understanding of regulatory requirements, technical design constraints and effective stakeholder engagement.

Our Approach

We delivered a coordinated strategy to meet both planning and permitting requirements, ensuring a smooth delivery for the client. Our approach included:

  • Understanding Operational Needs: Worked with the client to design a layout that addressed vehicle access, waste handling, and spatial constraints without disrupting existing infrastructure.
  • Feasibility and Risk Management: Carefully assessed site constraints to define a suitable development area that avoided triggering SAB requirements, reducing both time and cost.
  • Design Coordination: Collaborated with engineers and consultants to ensure technical plans met all spatial, health & safety and regulatory considerations.
  • Stakeholder Engagement: Led pre-application discussions with the Local Planning Authority and proactively engaged with local councillors and neighbouring properties to address sensitivities around hazardous waste.
  • Planning and Permitting: Prepared and submitted planning and Environmental Permit applications in parallel, streamlining approvals and ensuring consistency across both processes.

Key Challenges & Solutions

  1. Limited Available Development Space

    Challenge: The site had limited space for expansion, constrained further by existing infrastructure.

    Solution: The site was carefully designed to avoid existing infrastructure and ensure operational viability. By carefully managing and determining the development area, we also avoided triggering SAB approval, reducing cost and complexity for the client

  2. Local and Political Sensitivities

    Challenge: During the planning process, concerns were raised by local politicians and residents about hazardous waste storage.

    Solution: We engaged proactively with local councillors and neighbours, addressing concerns through additional documentation and direct communication, helping build local understanding and support.

Outcome

The project successfully obtained full planning permission in September 2022 and a Standard Rules permit. The client is now able to expand their services compliantly and confidently, with all planning conditions discharged and environmental safeguards in place
